I've had a leak in the wall between the bathroom and bedroom where the shower mixer is which has leaked onto the floor of the bedroom which has a particle board floor and this has now started to sag. Balcony - rain water does not drain

I have a balcony that does not leak, but I think that over time the angle to the rainwater exit point (to the gutter) has changed so now there's permanent water sitting there. See picture in attachment. I am looking for a quote to fix the angle so that it naturally drains and I also think it's time to replace the top layer.
