Waihi Internal Access Tower and new Roof Line

I have a two story house that needs an internal staircase adding to the front of the building, to accomplish this it would need to change the roof line from open gable to Skillion, the exterior needs re-cladding with insulation added. I also want to add a substantial second story deck with a closed handrail that will wrap around almost half of the northern side of the building and re-using the old stairwell on the opposite side as access to the back yard.

I had some work done on my garage earlier this year to stop a leak into my garage but instead of fixing the problem it has made the leak worse. I'm not sure what modifications were done on the roof at the time and whether to get the original plumber back to undo whatever work was done or get a new plumber to take a look at it and advise me.
