Repair Timber Windows so they Open

We require a builder is experienced in general building work. We have purchased a 1960's timber home. In a number of rooms a previous owner has painted/sealed the windows shut. They still have hinges on outside (no inside hardware). Most rooms now have no opening windows or minimal. We would like the windows to be able to be used. Approx 8 large windows and 5 small windows (3 of those are screwed shut).

Problem: Recently bought house, when previous owner moved, back garage wall was black and mouldy about 1m up for most of the length of it.
