Replacing the toilet/toilet pan

When my toilet flushes, often it is not powerful enough to flush everything away and I have to wait and flush it at least twice. A plumber has said that the pan (needs about 12L) is too big for the flushing system (holds about 6L). The plumber I saw said he was too busy to help me do it. The flush in the Toilet does not fill up quickly after it has been used. We are having to wait for almost an hour to use the toilet again. The flush button and mechanism on the inside works but the water refill rate is too slow. We are concerned if there is some type of blockage. The other issue is some taps at the home are dripping even while the taps are closed. We are concerned we are loosing hot water due to this. Quotes for this type of general job is appreciated.

There is a leak under my kitchen sink! It only occurs when the tap runs - it's not the drainage but the water coming in to the tap. Just need someone who can work out exactly what it is and fix it. Dishwasher and instant boiling/filtered cold are all ok. Would like to get it fixed before the weekend if possible. Should be pretty minor.
