Water - steel to plastic connection repair

I have found a leak at a connection under our house. It is where the old steel water pipe connects to a new black plastic pipe that runs up to the bathroom and kitchen. It looks as though someone has tried to put some waterproofing tape around the connection which has done nothing for the problem. The connection may need to be replaced. This is under the house but the access is not too bad. There is plenty of space to move around between ground and bearers.
