Cylinder not heating and switch is hot to the touch

Don't think the hot water cylinder is heating the water. Husband went to have a shower and water is not coming out hot no matter how long he has the water running. Went to check hot water cupboard and the cylinder is cold to the touch and the switch to control it is hot to the touch and sparks when you try to turn it off.
