Water leak under external wall in heavy southerly rain.

We have discovered a water leak coming under the external wall and into the carpet during heavy southerly rain (like we are having). Wall sits on a concrete slab and it looks like the water builds up and doesn't drain away quickly, allowing it to seep under the wall. But that's just a guess.
