Toilet water seal issues

Hello, Need someone to help me with a toilet issue. It’s been really frustrating issue since some repairs have been done and nothing works. The water inside the toilet goes away with no explanation and smell of sewage comes inside the house. I have noticed some circumstances when this happens. 1. Change of the seasons cold to hot or hot to cold 2. Really windy days specially northwestern 3. Really hot days like the last few ones I had a plumber come and check under the toilet. He didn’t see any leaks under the house and said it was a drain layer issue. A drain layer came and installed a vent outside this didn’t work either (we tried with and without the top valve). I’m open for any other suggestions. See photos attached.
