Roof overflow pipe?

I have water continuously running out from the over flow pipe on my roof- ( it seems to be quite.a bit of water coming out) from the bottom of the pipe and sometimes from the top it's cold water not hot water-i would like if I could have some one have a look for me..thank.you

I need to have my in cabinet rangehood ducted up through the roof plus I also have another sheet of iron that will need replacing due to rust.
