Stormwater drainage

We require some drainage work to be done. The stormwater pipe (coming from one downpipe) from the back of our property needs to be connected into the main stormwater drains. The main stormwater drain is about 4 meters away from the end of the stormwater pipe. All drains are currently exposed and require little/no digging. Also, at the same time, we need you to confirm the fall from one point of the drain to a bubble up sump by the street using a theodelite (?). This is required to satisfy council of the drainage fall in the main drain. Photo 1 shows the end of the stormwater pipe (at the bottom of the photo) and photo 2 show the exposed drainage at the end of the retaining wall. The stormwater drain is not far from here, but it will need to go past through the retaining wall (there is a gap to the right of photo 1 that is not concrete).
