Plumbing extension

i need hot and cold water piping and waste extended from my house to an existing dwelling on my property. the distance between existing plumbing and proposed is about 4m. there is easy access under the house and also under the dwelling. There is decking which joins the dwelling and the house which the plumbing could run underneath.
