Water keeps flowing from cistern into bowl

One of our toilets seems to be leaking/overfowing water from the cistern in to the bowl even when cistern has finished flushing. the only way to stop the flow of water seems to be to turn off the tap for the water pipe. Suspect this has increased our water bill considerably
