Garden drainage

At the bottom of our property we have a problem where the water runs down the bottom boundary of the properties beside and uphill from us. When it reaches our boundary on the same side it comes flowing down into our property and flows back out about 10 metres further down. We want to plant a hedge and trees but can't as it is too wet the way it is. We don't want to do it until it dries out but we would like to know what our options are now so we can be ready to go.
