Wellington Water leak inspection note paraphrased : "The initial investigation of the leak confirmed leak noise at the council toby I have (now) carried out a metering test of your supply to confirm the size of the leak (5000 litres per day, and based on the history of leaks on the black plastic pipe running up to your house, are confident that the leak is most likely on this section of pipe. The pipe is inserted into a 150mm clay pipe on the stream bank. There is a constant flow of water out of the clay pipe. The most cost effective solution may be to run a new water pipe from the toby to the house, as determining exactly where the leak is located is difficult and expensive" It's also possible that the best solution is just to disconnect this plastic pipe and blank off the connection, as it's possible this pipe only feeds two exterior faucets which are largely unused. Or, it may have been inserted to replace the original main water supply, in which case the suggestion of the Welington Water person may well be correct. It's likely an investigation in daylinght by someone who knows what they are doing will be needed to determine what is actually necessary.
