Old sump pump not working

We have an old sump and pump system under the house. It doesn't work (and hasn't for a long time) and when there's heavy rain for a couple of days water can pool in the sump. It slowly drains. We need someone to check out the system and advise on why it's not working and what to do about it - whether it can be fixed or needs replacing. And/or whether there's a better way of dealing with the drainage situation.
