Increase shower hot water amount

There is a separate sleepout with a low-pressure Rheem water tank on the deck(just beside the bathroom). If only turn on the hot water switch, the shower flow is too small. If you adjust the switch to a position between hot and cold water, the flow is normal. However, the tenant says that if cold water is added, the temperature becomes too low. If only hot water is turned on, the flow is too small. I thought there was a switch on the tank door to adjust the water temperature or water pressure, but I can't find it. The previous 2 tenants did not report this problem, and I am also surprised why this issue suddenly appeared. Could you please propose a solution to Increase the shower's hot water pressure/amount? (solution & total fees)
