New water main shutoff valve and water filter install

Require a licensed plumber to: 1. Have been advised to replace water main shutoff valve, its at the bottom of the pictured PVC round pipe. I will dig up to provide adequate access to this. 2. While this is exposed, I want to have a whole-house water filter installed (most probably on the front of the house area shown) that connects into this water main. It will be a product like as pictured.
