Storm water sump overflow extension

I need to increase the height of the inspection hatch of the storm water sump by I’m guessing 30cm - 40cm. When it rains, the water over flows the sump because the installer never placed it above the level of the water storage tank. I have to place stones over the lid to try and limit the water overflow. Diameter of the pipe is 40cm.
