Drainage plan

We have a council waterway running through our property, this has on one occasion flooded as their waterway became blocked downstream. I’m looking for a solution to put to them to fix the issue, including blocking the outlet to the waterway that comes up to our property, building up an area so that if it floods it would not affect property, and potentially putting in a one way valve to allow water to still drain from our property into waterway without allowing flooding back the other way. Looking for someone to come in and to give a quote to begin with.
