Leaking cistern

Our tenants toilet is leaking from the cistern into the toilet bowl. Slowly. I have replaced the seat washer which has not worked, it is leaking more than before now. When I applied downward pressure, after replacing it, on the seat washer assembly the leak stopped. Thinking the new washer needed time to mould its seal but it hasn't.
