Small retaining wall

Hi I have a small retainer wall, but it actually won't be holding any dirt behind it, it is to edge my garden. I want TG retaining --- planks high. One section 16m, and a return section 3m. Unsure if it really needs concreted posts or if metal waratahs will work or eg 900m stakes close together. It will be approx the height of the string line.
