St Stephen’s Anglican Church is located at 5 Stanmore Bay Road, Whangaparaoa. The Church is exploring constructing a Memorial Wall adjacent to the Chapel built in 1917 and in proximity to a listed historic oak tree. The plans envisage a 6.6 metre long structure. The above ground portion of the Wall would consist of four terrazzo finished Glass Fibre Reinforced Concrete panels. Each 1620mm long x 1140mm high x 390mm deep panel would incorporate niches into which canisters containing cremation ashes could be interred. The panels would be secured to the Wall’s footing with metal brackets. The fixing would de done by the panel suppliers. The Council requires that the footing for the Wall be a piled reinforced beam construction. Details of the piling and reinforcing requirements, and the beam dimensions, are shown in the attached drawings. Currently there is a low non-mortared block wall - ranges from 450mm to 0mm in height - where the footing would need to be created. These blocks would need to be removed. The site slopes slightly - approximately 66mm per metre - from south to north. In order to maintain an average above ground height of 1140mm it will be necessary to step the footing down by 180mm twice within its length as shown in the drawings. The plan also envisages the installation of a 10.0 metre long x 1200mm wide path that would run along the western face of the Wall. The path would need to accommodate the 660mm south to north drop in ground level and meet the Council’s requirements regarding drainage. The Church thinks this may best be done by using bonded aggregate rather than normal concrete or paving blocks. The Church wants to receive quotations for the construction of the piled beam footing and the path. It would be helpful if quotations could be presented showing what the costs would be if the jobs were done separately and what the benefit of doing the jobs more or less at the same time would be. The Church has already received approval from the Council to proceed with this work and hopes it would be possible to complete it in the first few months of 2020.
