Our drive way floods

Our drive way consists of 5 panels of concrete, the panel closest to the road is more elevated than the others, therefore every time it rains it pools and floods. We have a water pump that we use to drain it, but I would be keen for a more permanent solution. I think it could potentially be ground down to a lower level to allow a slight decline to the street.
