Garage concrete surface cleaning

Unfortunately our concrete surface in garage didn't have coat on top, so it has the engine oil and dog pee went down through the holes. We've tried several ways to clean it and found few cleaning company but seems like they had no idea about this bad concrete surface as well. We are really annoyed by this circumstance, and would appreciated if someone could solve this issue for us. Prefer to be contacted through text rather than phone.
