Foundations and consents for sleepouts

I am purchasing a second hand sleepout. It comes with a pre-fab ring foundation that I need to have laid. I am looking for someone with experience doing these types of jobs to prepare the site, bring the foundations from their current location (about a 2-3km drive) and place them appropriately. Then assist with fixing the sleepout to the foundations. If you could also manage the consent process as we would like to place the sleepout approx 1m from the fence-line and so it will require a consent from the council. Looking to get this done relatively quickly.
