Fix internal wall - weather tightness issue

See linked picture. There is a hidden weather tightness issue either with our window frame or cladding that has been recently discovered and needs urgent attention. Need help solving the weather right issue and then repairing the impacted framing and wallboard. Impacted framing and floor board is on second story of home.
