Under house moisture barrier to comply with healthy homes standards

40 sqm more or less moisture barrier needed to be installed to comply with Healthy homes standards. Easy access and appropriate sitting or squatting head space. 2 levels with seperate access. Will need to remove peg board for entry on lower level, and reinstall if deemed appropriate. Would like assessment/opinion of moisture under house also as previous water in basement after august rains, but unsure of source( maybe ventilation holes, maybe inundation from rain despite concrete block foundation retaining wall).
