Fixing a leak possibly from a floor to wall joint

About 100 length skirting rot, visible water sign spread to the carpet about 1m2. Skirting is to Gib framed to retaining wall (reinforced concrete or masonry unsure). Need someone who is experienced to take a look and suggest the likely source of the leak, quote and fix it.
