leak from rusty window head flashing

water was dripping inside during the last rains. It was coming in at the inside of the pelmet. The water was a bit orange so I suspect the rusty head flashing. It's a second story window with a nice flat concrete pad underneath it. I had workers who were going to use scaffolding to install a heat pump but when they arrived decided a ladder was ok.
