Probable rising damp problem

We have a 2 level property with the bottom level, at the rear of the house, built into a bank. We have noticed a damp patch in the carpet above a concrete floor of one of the rooms and suspect it is caused by rising damp. We cannot see any water leaks around the damp area, so assume the moisture is coming up through the concrete floor. This job would need to be complete by the end of February at the latest.
