Concrete balcony leaking into lounge

Our balcony has a membrane coating. In one corner it is leaking through the wall into the lounge and making the carpet wet. The deck also has poor drainage, with the water sitting in puddles. We would like these problems fixed as soon as possible. The deck is about 2 by 1.5 metres.
