Sealing edge of balcony

To view soon - from this Friday.as am away next few days. Edge of deck used to be silicone sealed.making neat and tidy edge. Tiler removed it, didn't reinstate it all and he's now no longer living in Wellington. Needs finishing/ tidying up or maybe redoing. Not a huge job. Also need advice re effervescence, I think,in outside ground bricking. Not sure if it is a worry or not??. About to redo garden area and need to know if I need to do some ground work ( waterproofing) before re brickng or concreting.
