Timber window leak

We have two window panes in old timber windows that have a slow leak when it rains heavily. Outside paint doesn’t seem too bad so not sure if it is the putty. Both are similar (bottom window pane leaks). For a tenanted property so need the windows to stop leaking, but not keen to replace the whole window.
