Re-paint / seal exterior of high windows

This is a repair of a newly (poorly) installed double glazed window. It has been in for 18 months and has always leaked. A joiner we called to check it out said it is to do with the paint job on the exterior. It’s difficult access being on the second story. Photos should show it. Perhaps a long ladder and a few coats of paint would do it? We would rather not fork out for scaffolding, but happy to discuss this.
