Garage leak from a wall backing on to a bank

We have a 11/2 story my house. The ground floor (garage, laundry and 1 bedroom backs on to a bank). The first floor has a lawn next to the house, so no bank. For the last two months, Water is coming into the garage after heavy rain, from the wall that backs on to the bank. We need a solution - so feel this is both a builder and plumber job.
