Chimney repair and waterproofing

My masonary chimney breast has a large crack that we think occurred during the Wellington earthquake in August last year. The earthquake commision claim that we are not covered. They have said we need to repair the crack and make the whole chimney watertight as water has been penetrating it and causing the steel rods to contract. They suggested using a waterproof PVA and repainting??? Can someoneone help?
