Glass/Other plus flashings for unusual skylight

See photo. The glass is cracked and needs to be replaced. Could be any clear substance, not necessarily glass. Then flashings. The photo shows painting on the glass that hasn't stopped the leak so think replacing the whole lot is the best option. Measures around ---
