Leak in floor where balcony connects

Hi, We have noticed swelling in the floor where the deck joins the house. The carpet is saturated, as well as the floor raised in two areas where it has swollen over time. We also have another leak down stairs near our sliding door where it is again soaking the floor and swelling the skirting boards.
