Quote for a window leaking issue

I'm looking to get a quote to fix an issue with one of our windows. When it rains, water comes inside and collects under the paint on the walls underneath the windowsill (see photo for the damage). The windows are timber, the walls are concrete. We were told that it may be a flashing issue. Please note that we're in a two storey apartment building and we are on the second floor.
