Leak in downstairs flat

We just found the carpet in the downstairs flat of my mothers house is very wet in a couple of places. As the flat is not currently being used, it may have been leaking for a while or it may have been caused with heavy rain recently. We would like a plumber or waterproofing expert to diagnose the problem and recommend solutions.
