downstairs flooring / walls

We have 2X bedrooms and 1X bathroom down stairs. We need to have someone come and look at the flooring as it appears to be damp. The renovation on the house downstairs was done approximately 10 years ago (we have lived in the house for just over three years) it could be that the waterproofing on the flooring was not done properly at this time. We are considering re doing just the floors or a entire revamp and remodel downstairs.
