Moisture detected in wall

There was some moisture detected on a non invasive meter during a building inspection on one wall under the window area. I am looking for someone to check if its an issue and also to provide a quote to fix the problem. 1960s weatherboard property. Photo of the wall is attached, the issue is on bottom floor, in bottom area. It could be a leak related to the window.
