Leaking window

There is a leak from the top of the window in the wide-angle picture. I have cut a hole in the particle board along the top of the window where the leak is, as in the close-up picture, but as far as I can tell it is dry all the way along there. I think what is required is to take the heat pump off and knock through the particle board to identify and stop the leak. I should mention that on the other side of the window it is an approx. 8-meter drop.
