Leaky window 2

I have a leak above my window in the master bedroom. Has only leaked twice since living here (2 years) and only on rainy days with very strong wind. I require someone to investigate what is causing the leak and repair. One major issue for most builders is getting up to the window as the master bedroom is on the second floor and ground is on a slope. If builder can successfully reach the window, I also require the window to be sealed on the exterior as water is currently seeping in. Please see photos. Thanks
