Fix ceiling leak

We have a leak about .25m back from our French doors we'd like fixed. It's in our ground floor apartment at the back of the building with three storeys above. It hasn’t leaked for a few months, because it only happens with a certain amount of rain and a certain wind direction. The leak comes in from the right and moves to the left of the french doors. It would be great if you could fix the problem and help us figure out the source, so that we can work out whether this is a body corporate problem (leaky building = body corporate insurance), our neighbours above (their insurance) or us and our deck (our insurance).
