Damp and water under house,

Hi there, Its a rather complex job, not just waterproofing but potentially building a retaining wall, excavating, make sure there is air flow under the property, guttering. Two level property, the lower level smells damp, mainly because the ground is directly behind the lover floor bedroom, and also water is going through under the property. I am looking for any solutions really what gets rid of the damp and water proof the place. might need to redirect the water with gutters, excavate he ground by the house so it is not directly next to the bedroom, excavate the ground under the house (?)
