Bridging Design over sewer pipe for a retaining wall

I require drawings and assistance with a bridge design for a sewer pipe that runs through the back of my section. We need to be 1 metre off the back fence and 1 metre away from the pipe. The pipe position conflicts with the ideal retaining wall position. Would also need guidance on any permits required.
