Retaining wall design for Watercare Works Over approval

Looking to put up a retaining wall 30-50cm ish high, close to the fence to level the backyard. Noted there is a wastewater pipe inside the boundary as shown in the picture. We need design for the wall / mark out the pipes and help with applying for approval if required.
