Stormwater connection invert needed

I have a new stormwater connection that the last surveyor failed to plot an IL for signoff. There is a manhole on the far side of the adjacent property that an IL could be identified. I have the gradient of the pipe from a CCTV image. The council is happy with a calculated invert. I need a plan, cad file and certification statement for council sign off.
