Final As Built Engineering Drawings for manhole cover move

We have a final As Built that is required by the City Council in their Development Engineering As-built requirements (section 2.5). We moved a manhole on our property and our engineer retired just before the final drawing (the as built). We have his original drawings (as CAD files) and the levels from the Registered Surveyor but need someone who is able to put them all together as per council requirements.
